id like to install 15" alloys on my peugeot 206 which currently has 13". will this effect my fuel consumption, steering and speed/acceleration?

this will probably slightly increase fuel consumption .. and alter the handling of the car .. but it will not increase the acceleration or speed of your car i'm afraid ?
