Over revving

Hi, I have a 97 vito. The car was bought with a rough idle problem, running on when ignition switched off, and a fuel leak. (Replaced the no.3 injector for the fuel leak) took the fuel filter off and the fuel inside was black. It was late so I couldnt get a filter so I cleaned it out and refitted. The rough idle is almost out of it but now the car revs right up if any real pressure is applied to the accelerator. Does this sound like an air leak/vacuum problem? The reason I ask this is because when I spray around the fuel filter seal area with brake cleaner the car revs right up as if the brake cleaner is being drawn into the system.

This is petrol not diesel? If so you will have a vacuum leak and you can find it with the method you have used, just be a bit more specific and try small sections to locate the leak.
