Over heating fan not coming on

Over heating a/c fans work not the cooling fan replaced both relay 50&30 fuses & a 2 amp fuse also CHT sending unit fan resistor & new pig tail checked both relays jump term 3 to5 both fans came on r15 ,R16 3 to5 one fan came on new rad cap STILL over heating NO fan

check to see if the dual pressure switch is good as well as power hold relay one sends power form cylhead switch to pcm and another sends power to both cooling relays. there is also a diode that may be bad it is in the underhood fuse box that can be not working. Of course this is assuming switches in engine are good, meaning cyl head temp switch or coolant switch
