1991 Oldsmobile Cutlass Fuse Blown constantly

1991 Oldsmobile Cutlass 6 cyl Two Wheel Drive Automatic 197000 miles
Hi,
I own a 1991 Cerca cutlass oldsmobile. It works pretty good except that the fuse marked as "N" in the fuse box keeps on blowing. This fuse specifically is for the radio and the cruise control. I commute very long distances everyday on the freeway and it would be nice to have cruise control back.
The problem is whenever I change the fuse (10amp) after a minute I will hear a click and the fuse will go. I know everything about changing fuses but not much about beyond that. My guess is that there is a short in the circuit board somewhere.
Could you in great detail tell me how to solve this problem? Thank you
