1995 Oldsmobile Aurora Repair Question

1995 Oldsmobile Aurora Key/chip/security/var won't start
Computer problem
1995 Oldsmobile Aurora V8 Front Wheel Drive Automatic 95,000 miles
The iignition won't start (NOT BATTERY). Key chip and seciurity system prevents start up ocassionally. I have to press the lock unlock button repeatedly and waited 1 minute and then it will start. I had the key and chip and ignition replaced 5 years ago and then last year and the problem is OK for a while and then it comes back
CAN I HAVE A MECHANIC DISCONNECT THE PASS-KEY-CHIP-LOCK-OUT/ ANTI-THFT SYSTEM???

To the best of my knowledge, no. The computer must identify it before it allows the vehicle to start.
