1995 Oldsmobile Aurora idle surge

In park the idle goes to 600-1200rpms suges up and down, also does it in gear. Sometimes it almost dies out. Sometimes after it shuts down after stalling get code p0103 brake booster sensor signal open circuit. Performed vac check cant find one. Eng has 18 pounds of vac at idle is this normal range? Any ideas? Please help

Yes 18 in hg is normal. However you may have a vacuum leak. You might want to you a smoke tester hook to a vacuum line and block off throttle body. If you have a leak youll see the smoke coming out of it.
