1994 Oldsmobile Achieva Loose steering wheel

1994 Oldsmobile Achieva 4 cyl Two Wheel Drive Automatic 130000 miles
I've been reduced to driving my wifes Achieva to work while she drives my Astro van. The steering wheel is loose: How do I get to the bolts/nuts to tighten the steering wheel down. A neigbor tried once before but it's loose again. Thanks
