I bought the car with a broken odometer and shortly after the cruise control went out. The CEL went on and it is a 0500 code-speed sensor. I removed the vss and it reads 280 ohm across the contacts and the voltage goes up and down accordingly. I replaced the instrument cluster with one from a junkyard and the odometer still doesn't work. The vss signal wire works and reports fine at the ECM. I'm not sure what else to check/fix.

Eck to see if you get anything form the red and red/yell in pic if speedo doesn't work neither will cruise control. It may be a bad connection or wiring issue. Also check ground on right side of instrument panel. Check speed senor across terminal while spinning by hand. It shold read 0.5AC volts. If not sensor isn't any good.

What am I checking for (voltage, resistance)on those two wires? My vss checks out fine but I even installed a new one just in case. The purple red wire reads voltage from the cluster at the ECM just fine.

See if the purple red wire reads voltage at the asco control unit. You may need a pro to scan this to see if another code pops up as well. See if the at control unit is sending power as well. It's on lh kick panel. This can be a lot of things for the cruise not working like the clock spring in steering wheel as well as brake switches you are check AC voltage not DC on the vss it may be a bad connector as well.
