Not the battery or the alternator.

Car won't crank, no electrical power to anything. Tested battery and alternator and got normal results. Even tested meter on another vehicle with normal, results. Car will start with a boost, but will not restart. Does this car have a voltage regulator? And if so, where is it?

If the car will start with a boost, that means there is no question that the problem is at the battery, whether it be a bad battery of bad connection. If you are simply using a voltmeter to test the battery health that simply won't work. You need to have the battery tested.
