I changed the pump but I still don't have power steering. I am not getting any pressure to the high side of the rack.

when it is running I loosened the pressure side to the rack and all I get is a drip.

The pump is not working and it could be due to it being faulty or has air trapped within the pump.

Jack up front of engine, let engine run while you slowly turn the steering lock to lock a few times to check if air are bled out of system.

I jacked the car up and I did a vacuum bleed. This is the third pump I tried. I can't be leave that three pumps would be bad.

Were pumps new, used or rebuilt?

Pump is vane type and usually they are not faulty. Just that the vanes gets stuck and do not move freely after prolonged storage. Somtimes it takes a while of running before the pump start to work. Try tapping the pump while it is running and see if it works.
