1998 Nissan Sentra starter
If the power windows,radio and lights work but the engine will not turn over to start is the starter out?

Not necessarily. I would check the connection at the starter. Try rapping on the starter to see if it cranks. OR check for power to the starter. In some cases such as a seized engine the start can not turn the engine, but I doubt that is the case here.
