1996 Nissan 200SX car has fuel, spark, and compression but

1996 Nissan 200SX 4 cyl Two Wheel Drive Manual
car has fuel, spark, and compression but will not start. The timming is good. Spark is good. the car was flooded. Cleard cylinders and change spark plugs, wires, distibutor. it trys to start but won't. the IACV reads a 100% when starting. Tried to unhook tps sensor for baseline idle setting. nothing happened. no dtc's in computer. fuel pressure is 40 psi at koeo. it leaks down to 25 psi. I think i have leaking injectors on cylinders 2 & 3. But i have had no more flooding.

The drop in fuel pressure indicates a possible fault with the fuel pressure regulator or leaking injectors.
What are the compression pressures?
Are the sparks bright blue or dull orange?
Does fuel pressure maintains while cranking?
