1995 Nissan 200SX Repair Question

1995 Nissan 200SX Steering kind of sticks and becomes hard

1995 Nissan 200SX 4 cyl Front Wheel Drive Manual 235k miles
The last couple of days the steering has been kind of sticking when I first start up the car. I try turning the wheel and it goes only about 30 degrees in each direction before kind of sticking (actually it sticks but jumps at the same time, really weird). I checked the steering fluid but it's fine. Any suggestions??
