Check to see if it has power to the motor or not it may be a bad motor or broken regulator.

If the other windows operate, then you know that the power window fuse is good.
Remove the door panel and check for power at the power window motor when the up or down switch is activated.
If power is there, then the window motor is bad.
If no power, check for power entering the power window switch.
If the switch has power then suspect a bad power window switch.

Your car should idle higher when fist started (during cold weather) and then go back to the normal idle speed after the engine warm.
