FULL THROTTLE ACCELERATION PROBLEM, TWIN TURBO 3000GT

95 3000gt vr4 twin turbo 10,000miles on rebuild engine with forged pistons and rods. Has intake,exhaust,high flow cat. Only when in full throttle and the turbos kick in the rpm needle goes up then it slows down and speed ups and slows down all the way to redline. As it does that i feel the acceleration slowing down then speeding up with the rpm needle. Doesnt feel like the engine is operating smoothly under full throttle. Checked the fuel pressure which supposed to be 43-45, and it read 35. Is this drop in pressure the reason it accelerates this way?other than full throttle it accelerates healthy. Can it be the fuel pressure regulator or the fuel pump going bad. Also check engine light works but does not turn on as to indicating some kind of problem going on even under the full throttle.
