2002 Mitsubishi Lancer check engine light

Check engine light is on, dealer wants to replace catalytic converter for 1000. Went to muffler shop they say check engine light code is 421 which is no reason to replace converter, so they can not. What can I do to troubleshoot this.

That's odd that muffler shop is telling you this, since a P0421 code is for Cat Converter below threshold. This is USUALLY caused by an internal failure to the cat. Converter.
