2004 Mini Cooper S Power Steering failure intermitent

2004 Mini Cooper S 4 cyl Front Wheel Drive Manual 65,000 miles
The powersteering started not working after 30 Min. to 60 Min. of driving. You can shut it off and re-start it and it would work again for a while. I have changed the fluid and filter in the resivoir and that helped for a while, but it has returned and is getting worse and more frequent. It does not make noise like a pump failure typically does and does not leak fluid, but it is very dark already again.
