I have a 93 tracer 1.9 l at on the floor it wont turn over or leave park I put a jumper wire in the plug at the tranny and now it starts but still wont leave park does a bad nuetral safety switch keep a car from going in gear

No, neutral safety switch prevents car from starting unless in neutral or park. You could have a bad brake switch keeping it from disengaging the lock on the column.
