Installing a Header Panel

1990 Mercuray Topaz, automatic, Milage: 129,260

I got into a accident in November of 2005 and the right side (passenger side) of my header panel broke and I have to replace it. I tried replacing it today but I noticed that the nuts for the bolts on the panel are behind the fenders.

Is there a way to get to these nuts without having to remove the fenders or no?

Usually the nuts have an arm on em so you can unbolt them without holding them.

I'm not to sure what you mean by the bolts have arms on them. Could you explain a bit more? When I take the blinker out, there's a small hole and I can kinda reach the bolt but I'm not sure if I can get to it with a wrench. Maybe a tiny wrench could work, but other than that, I'm not to sure how I can reach the bolts.
