1992 Mercury Topaz power windows

Front left power window quit working then started working again but 2 wks later all the windows quit. Ck'd master switch, has power when on, no power when off. Ck'd power widow circuit breaker, its good, ck'd window relay fuse and its okay. What next? Relay? If so where is it located?

Hey its located right behind the fuse box is had blue wires goin from it im having teh same problems luckly mine hangs down cause my car pretty much is a p.O.S.
