Headlights stay on

Hi,
I have a 96 mercury Sable, 3. Engine, 113,000 miles.
The headlights will not turn off. The lights stayed on when I took the fuses out. I only got them off by disconnecting the battery. Any ideas on what could be wrong? Somone told me it could be the headlight switch. Do they mean the actual switch thats inside to turn the lights on and off. Or something under the hood?
Any help would be appreciated.

No they mean the on off switch in the car. Try unplugging the harness from it then connect the battery. If they stay off you found the problem. If they come on you have a short after the switch.
