1999 Sable CD Changer in trunk does not work

I have a 1999 Mercury Sable with the 6-disc CD changer in the trunk. The changer no longer works. It will not eject the cartridge or load discs. All other aspects of the radio work fine.

I have checked fuses and they look OK. This did work at one time, but does not work now.

I do not think I am getting any power. I put the black lead of my voltmeter against the black cable, and tested every other wire using my voltmeter's red lead (there was not a red wire on the bundle leading to the changer.) In all cases I did not record any power on my voltmeter.
