1994 Mercury Sable No power to fuel pump

After pulling into our driveway, our car shut-off while idling briefly. Car would not restart. So I checked the Fuel Pump Emergency Shutoff switch in the trunk. It was not activated.
I replaced the fuel filter. While I had the filter off, I had my son put the ignition key to the "on" position while I had my finger over the fuel line (pump discharge side.) There was no pressure. I assumed the fuel pump had gone bad, so I replaced it. But after installing the new fuel pump iand getting everything hooked back up, the car would not restart, and the new fuel pump would not pump either.
After bench checking the old fuel pump, I found that it worked when power was applied to it. Because of that, I believe the car has an electrical problem.
Any ideas on a possible cause or solution?

Turn ignition key on do you have check engine light on
you should
if not check fuses 1st
check constant control relay module located by upper radiator support
turn key on tap on it with the back of a screw driver
listen for the fuel pump
also check ground wire on and around it

Thank you for responding. We do have plenty of power when the ignition key is turned on (check engine light does come on). We will now locate the Constant Control Relay and proceed as recommended.
I will let you know how it all turns out.
