2004 Mercury Monterey Shift lock not relased when brake is

2004 Mercury Monterey 6 cyl Front Wheel Drive Automatic 40000 miles
After starting the engine, I press brake to move the lever from Part to Drive. But I am unable to move from park. Eventhough I have pressed the brake the shift lock is not released. This does not happen every time. But it happens off and on almost every day. When this happens the brake lights are not lighting even when the brake is pressed. Could be the problem of brake light switch? If so how difficult it is to replace the switch? Thanks for your help.
