Mercury Marquis Repair Question

Grand Marquis hard to start cold; hesitates on accel
My 97 Grand Marquis (95k miles) has become difficult to start when engine is cold. It fires and runs a few seconds at low rpm and stalls. When I hit the accelerator and start again, it runs at low rpm until I hit the accelerator once or twice, then it goes to fast idle as it should.
Also, the engine hesitates even when warm. If I push the accelerator quickly when stopped or when cruising, the engine hesitates about one or two seconds, then revs. If I ease the accelerator down, there is no noticable hesitation.
Thanks for your help.
