1996 Mercury Cougar No lights or gauges

I removed the dash to replace the heater core. After installing the dash and hooking up the all wiring connectors I have several electrical issues. The head lights, tail lights, signal lights, parking lights, interior lights don't come on. If I pull the multi function lever (HI/LO beam switch) towards me the brights will come on until I release the switch. The clock doesn't light, the volt meter doesn't work nor does the water temperature gauge. The wipers do work but won't auto park when you turn off the switch. The radio works and the heater and A/C does work. The reverse lights work. The car does run and drive but I don't believe that the cooling fan comes on. All fuses are good and I do have power to the hot side of the fuses in the fuse block (checked with a Fluke meter) Any ideas as to what I'm missing? All the grounds seem to be connected. The ones by the battery and the one in the drivers kick panel. I must have missed something but I sure can't see what. I do have the Factory Service Manual and the Factory Electracial Vacuum Manual but I still don't see what I'm missing.

Hi check secondary junction box right of steering collumn see if it is connected.

Yes the secondary junction block to the right of the steering wheel is pluged in and the one to the left that is mounted to the E brake is also plugged in. The port where you would plug in for the code reader (under the glove box door) got antifreeze mix in it. It is dried and am in the process of cleaning that mess up to see if that helps. I checked all the grounds but I haven't removed any to pull the dash.
