1999 Mercedes Benz ML350 Whinning sound fro, power steering

1999 Mercedes Benz ML350 6 cyl Four Wheel Drive Automatic 150000 miles
I have 1999 Mercedes Benz ml350, after warming up engine, the power steering pump makes a whining sound at 1500 rpm. I have replace the rack & pinion and the power steering pump and yet it still makes the whining sound. Can you help me fix the problem and if not can you give me any suggestions?
