Mercedes Benz 420sel Fuel pump Problem

1988 Mercedes Benz 420sel V8 Two Wheel Drive Automatic 233000 miles
I can't get my 420sel started. I have replaced the overload protect relay, the fuel pump relay, I know there's power to pins 7&8 in the relay plug, I have put power to each fuel pump to verify that they work, & I have sprayed Starting fluid in the breather, and the car starts fine. But it won't push fuel. I am told that there is nothing between the fuel pumps and the relay, so wht won't the new relay fix the problem?
