For some reason the fan is rubbing on a lower belt pulley, when I feel the fan it is loose and looks crooked can I take the fan off and tighten the bolts to snug it up, I only need a little room so it doesn't hit, also the fan shroud is cracked, do I need a shroud or will it over heat without one, thanks any help would be appreciated

The fan may be bent and damaged if it is rubbing on a lower pulley. You can try to remove it if it is loose and retightened it by spinning it on to see if it will straighten, however you may have some difficulty as there is a special tool for holding the fan pulley so that the fan can be removed. If the fan is bent or damaged you will have to replace it. Also, if your fan shroud is badly damaged I would replace it not only does it tunnel air but it also protects the fan from objects that are kicked up from the road. Also cracks and holes in the shroud my have been caused by the fan if it's position is not correct.
