1999 Lincoln Town Car brake lights

1999 Lincoln Town Car V8 Two Wheel Drive Automatic 165000 miles
I have a 1999 Lincoln town car and my brake lights only light up when my lights are on and they stay lit at all times but when my lights are off they dont work at all. I lost my repair manual so i dont know what fuse works the lights and what should i do if the lights still dont work with the fuses fixed?

Check your brake light bulbs, one of the filaments on each bulb may not be working
