2000 Lincoln LS Fuel Pressure Regulator

I think my fuel pressure regulator has gone bad. The car takes up to three times to start when cold and it smells like gas afterwards. It has no problem starting up when warm. The engine code is saying that the engine is running rich. Where is the fuel pressure regulator and is this a possible problem?

Unfortunatley, the fuel is regulated with a pressure sensor and an "on demand pump" there is a module in the trunk that turns the pump on and off depending on what the pressure sensor says the engine needs.

I am trying to find out how to test that module myself, You can hook up a fuel pressure guage to the fuel rail on the engine and see what the pressure acually is. That might help give you an idea. See if its too high etc.
