1994 Lincoln Continental Heater Blower Only Operates on HIG

Heater blower motor only operates on HIGH setting. Is this a similar problem as the one that chrysler/Dodge has with a resistor board plug on the blower moter housing?
I just got the car, and the seller told me their local mechanic didnt trell them what it was, but that he could fix it for $100. I have no clue where to start to look for the problem.

See item no. 25 -there's no blower motor resistor its the AC/Heater blower motor speed controller you're looking for its behind right side of dash
