1995 Lexus SC 300 Power steering fluid leak

1995 Lexus SC 300 6 cyl Two Wheel Drive Automatic 149000 miles
The power steering fluid is leaking out of my Lexus SC300. One mechanic said it was the rack and pinion. Another said it was the pump. I think it is just a leak in the high pressure hose because when the power steering fluid is full, the power steering works fine. When it gets low, it starts to squeak and squeal but that goes mostly away when the fluid is refilled. It seems that if the pump was shot, the power steering wouldn't work at all.
