ES300, RADIO LIGHT OUT AND SEAT BELT

I have a 1998 Lexus ES 300, 110,000 miles but I'm not sure of the engine size. The radio light is out in most of the display. The clock display and the temperature display are separate and they work fine, but all of the numbers run together on the radio display. It's black in one area and where it's light, the numbers look like they're all stacked on top of each other. I've checked all of my fuses and they're fine. The radio and tape player works fine, but the lights don't work. Can you tell me what I need to do to repair my radio display light? Also, the rear passenger side seat belt is locked out. How do I get it to retrieve? Thank you for your help.
