2002 Lexus LS 430 Sideview mirrrors

2002 Lexus LS 430 V8 Two Wheel Drive Automatic 60,000 miles
Both side mirrors often do not work as the owners manual describes. A mechanic has told me it is because the car battery is not fully charged. The latest problem is the right wing mirror does not adjust in response to the dash control; although it does fold in and out. The same mechanic told me never to manually adjust these mirrors. Would this break some mechanism (cog) inside the mirror? Do I need to buy a new PX side mirror to fix this problem?
