1996 Lexus LS 400 water pump

1996 Lexus LS 400 V8 Two Wheel Drive Manual 180000 miles
water pump bracket is not turning. my car belt broke and i had just had the alternator replace along with belt. however, was still hearing noise, then later that week the belt broke and it was very hard to turn. i drove home and parked and then relized belt was broke. my mechanic stated the water pump bracket is suppose to turn but it is frozen. my car never ran Hot. however, twice i did notice while sitting in traffic car was almost going into red( Hot) and i would turn on the heater to cool engine. is this my water pump??
