1992 Lexus LS 400 Repair Question

Engine Mechanical problem
1992 Lexus LS 400 V8 Two Wheel Drive Automatic 250000 miles
After engine heats up, car starts to idle fast. Have tried replacing the idle control valve with a used one - did not solve problem. Also the auto-adjusting steering wheel is stuck in the up position and I can't reposition it. Are these costly repairs? The engine sounds good and the car still rides good, but I don't want to invest too much money in such an old car. It belonged to my sister who died in 2008 and I am trying to keep the car for sentimental reasons.
