1995 Lexus GS 300 Repair Question

1995 Lexus GS 300 Front Panel, Radio, Air Condition, Heat,
The front Panel on the dash board is not operating. The speed ometer is work, and lights are working just the panel that contains the cd player, radio, heat, air conditon. Is this a fuse problem?
