1995 Range Rover brake booster

The brakes were really soft most of the time, but would go through periods where they worked fine. I replaced the accumulator, no change (took back off to return). Replaced the brake booster with one from a wrecked vehicle (68,000 miles) Now the brakes don't work at all. Have checked all fuses. Any idea how to proceed?

I would think the master cylinder would be suspect.
