Electrical problem
1992 Range Rover V8 Four Wheel Drive Automatic 117000 miles
My power windows will only operate when theignition key is turned but the engine is still off. When the engine is running, they do not budge. I have the same problem with the windshield wipers. If the wipers are turned on before the car is started, they stop working immediately without returning to the "home position". The fuse tested fine, but I replaced it anyway with no results.

start by checking B1/Yellow/20amp fuse for Front Wash/Wipe, Seat Relays, Window Relays, Antenna Amplifier and check/replace the relays
