1945 Land Rover Other Repair Question

Rover 45 Brakes problem
Hi Folks,
hopefully somebody out there can help with this problem.
My Rover 45 seems to have developed an intermittant braking problem. I can feel a shuddering through the pedal, speed does mot seem to affect it. It sounds like a springing noise to pulsing as if it has something to do with the ABS system. At low speeds/low engine noise I think I can hear a whirring noise too. The problem seems to clear by letting off the brake and re-applying.
I have had the brakes checked out and the garage could not find anything wrong with the pads/disks.
Please can anyone assist? If you require any further info I will do my best to provide what I can but I am not very mechanically minded myself.

sounds like an ABS issue
