Balance virbration in steering wheel

2007 Kia Spectra 4 cyl Front Wheel Drive Automatic 4000 miles
bought new wheels kept same tires they balanced it 3 times still had a vibration at 69miles hr and up. had it balanced again different wheel place and said the balance is pretty close they notice when they put the wheel on there was slight play on the plate so they put plastic inserts is there any harm to that?
