Jumped Time - Bent valves

My sons 2001 Honda Accord EX with 4 cyl. V-tec engine, Man. trans.135,000 miles, Body and interior is mint.
Car stalled - would not re-start - I had him tow it to Honda dealership in Lexington, KY (Son is away at college). My son changed oil & filter Sun. evening here at home, then drove 70 miles to collage. Mon. morning drove 10 miles when it stalled. There was no oil on the dip stick, but oil on under side of car.
The tech said it jumped time, $400 to open engin to make sure timming belt isn"t cracked (Belt was changed at req. time). He called back said oil filter had 2 gaskets - caused it to leaked oil. He also said it"s valves are bent. $1500 to fix but would burn oil. He recommended I replace engine, he has 1 with 56,000 miles on it - cost $3300
Does this sound legit?
