1991 Jeep YJ surges at 3rd gear speeds (cuts in and out)

1991 Jeep YJ 6 cyl Four Wheel Drive Automatic
i have a 91 jeep wrangler that a put a 94 4.3L vortec with the 4L60E tranny from an S10 blazer. changed the jeep fuel pump to a new blazer pump. runs good till i hit 3rd gear speeds and it act like it has a governor on it, it will cut out briefly than run again and keep doin it till i let off the gas. the speedo is not working do to a bad gear but i dont believe im even coming close to doing 50 mph when it happens. I NEED HELP!
