1999 Jeep TJ high mount brake light and fog lights

My high mount brake light and fog lights do not work and. I believe stopped working at the same time. I replaced the 3rd brake light bulb and still nothing. Are they on the same fuse and, if so, which one is it? I didn't see it behind the glove box. Is it under the hood?

Fuse # 25 is for the fog lamp relay contacts. It's a 20 amp under the hood. There are two fog light relays, but I'm having a real hard time piecing the diagrams together to make sense of the circuit.

The center brake lights are fed straight from the brake light switch. If the other brake lights are working, the switch is working. The problem must be in the sockets, wiring, or ground wire. I can't find anything they woud have in common with the fog lights at this time. Let's get the brake lights working first, then pursue the fog lights. Have a helper press the brake pedal while you measure the voltage at the sockets.
