2002 Jeep Liberty 6 cyl Four Wheel Drive Automatic

i have a 2002 jeep liberty that the ac fan speed control switch only works on the high speed , i got another cluster from an auto salvage yard today, iinstalled it and the other switch only works on high also, could there be another problem besides the fan cluster switch , like i said they both only blow on high speed only.
