1998 Jeep Cherokee Shifting

When I start out, my Jeep doesn't want to shift from 1st to second gear unless I back off on the accelerator, then it shifts into second. All other gears shift normally.

I've tried shifting manually and the same problem happens. When I move the shift lever from 1st to second the car stays in 1st until I back off the accelerator.

This happens whether the car is cold or warm. No previous maintenance was performed on the vehicle prior to this problem and the transmission fluid was changed within 5000 miles.

Does it have a vacuum modulator? If so I would start there, emove vacuumline to look for fluid, if so replace it. If no modulator then it may have a sticky Throttle Valve, be sure cable at throttle is free and hooked up. Does the speedo work ok?
