Jeep Cherokee Transmission Problem

1994 Jeep Cherokee 6 cyl Four Wheel Drive Automatic 130000 miles
In cold weather my transmission will not shift unless I warm the car up for at least 5 minutes. It still shifts very slow until the car is warm. I have no trouble in the summer. I have had the fluid changed and when it is checked it is foamy.
