2007 Jaguar XJ8 Humm Sound

When I am going slow or just parked. When I turn my steering wheel I hear this little humming sound. I dont hear it when going down highway. I look around the steering wheel but cant see any issues.

I found a tsb, although it doesn't perfectly match, I thought I'd throw it up here.

I am more of the opinion the powere steering pump is either cavitating or is going bad. Is the fluid full?

This system has a set up where the power steering is not active at highway speeds as it helps fuel economy. It is known that sharp turning at highway speeds will get you in the ditch anyways. Steering assist is not needed at highways speeds.
