I had the same problem. Changed the throttle body ($700 - $800 for the part) and everything is fine. Not sure if you can hust clean it or not.

Keep your Jag away from Rosenthal Jaguar of Tysons Corner VA.

ELECTRONIC THROTTLE BODY - CLEANING PROHIBITED
TECHNICAL SERVICE BULLETIN
Reference Number(s): XJ303-10, Date of Issue: July 2005
JAGUAR:2004 MY-ON XJ range
VIN:G00001-ON
SECTION:Engine System

Related Ref Number(s): XJ303-10
ARTICLE BEGINNING
Issue
Cleaning the throttle body will wash contaminants into the bearings, and will remove the grease from the throttle body that is necessary to ensure its correct operation. Either of these actions can reduce the life of the component and result in the subsequent failure of the throttle body.
The electrical connectors on the throttle body must not have any types of grease (including dielectric greases), oils, or sealants (including silicone) applied to help seal the connectors. Applying these products can result in corrosion of the connectors and result in failure of the connector.
Action
Do not clean the throttle body.
Do not apply any greases to the electrical connectors on the throttle body.
When reinstalling a throttle body, it is important to ensure that all connector seals and wiring seals are in place and are not damaged. Verify that all connectors are fully pushed home and latched correctly.
NOTE:If a throttle body is replaced under Warranty, and is found to have been cleaned, or if oil/grease or sealant have been applied to the connectors, the Warranty claim could be rejected if this is found to be a contributing factor to the failure.

ROUGH IDLE/RESTRICTED PERFORMANCE/DTCS P0174, P0171, P0301 TO P0308, P1316 AND P1582 - LOOSE AIR CLEANER PIPE
TECHNICAL SERVICE BULLETIN
Reference Number(s): XJ303-08, Date of Issue: June 2005
JAGUAR:2004 MY XJ range
VIN:G00001-G33756
SECTION:Engine System

Related Ref Number(s): XJ303-08
ARTICLE BEGINNING
Issue
Some 2004 MY-ON XJ vehicles may exhibit driveability concerns such as rough idle, restricted performance and poor/harsh transmission shifts. There is also the possibility of Diagnostic Trouble Codes (DTC) stored in the Engine Control Module (ECM); these codes being P0174, P0171, P0301 to P0308, P1316 and P1582.
NOTE:The customer must be advised to use normal mode (not sports mode) for 200 miles (321 km) and to try to avoid full throttle/kick-down over this period.

Action
Install a new air cleaner outlet pipe clip, and carry out a transmission adaptation procedure as outlined below.
SERVICE INSTRUCTION
Remove air cleaner outlet pipe (see Global Technical Reference GTR Workshop Manual, section: 303-12B).
Use a suitable cleaning solvent, to clean the inside of the tube and throttle housing aluminum mating face.
Install a new air cleaner outlet pipe clip (throttle body end), install air cleaner outlet pipe, (see Global Technical Reference GTR Workshop Manual, section: 303-12B) and tighten clips to 4.5 Nm.
NOTE:Ensure WDS is loaded with software release JTP 759/38 or later.

Position the WDS alongside vehicle, switch the Portable Test Unit (PTU) `ON' and allow software to load.
Enter VIN and check the TCM and ECM for DTC's, any associated repairs are to be carried out as a separate Warranty Claim.
Navigate to configuration main menu.
From the vehicle configuration main menu, select `Special Application' and then run `TCM adaptations clear' application.
NOTE:On vehicles prior G13694 N/A and G13491 SC, if the vehicle has had a surge modification re-flash carried out, re-implement Technical Bulletin XJ307-04.

After the `TCM adaptations clear' is complete, switch `OFF' PTU, disconnect from vehicle and return WDS to original location.
Carry out the adaptation drive cycle road test:
NOTE:This process must be carried out in normal mode (not sports mode). The transmission fluid temperature must be above 60 ° C (140 ° F). Use TOT function on WDS.

Drive the vehicle for ten miles in an urban environment to provoke the transmission to carry out upshifts and downshifts.
Use light throttle only and do not exceed 2500 rpm.
At one point in the drive cycle, when the traffic conditions allow, accelerate gently to 60 m.p.h. (95 km/h) then allow the vehicle to coast down to 25 m.p.h. (40 km/h).
